AGENDA ITEM 5E <br />STAFF ORIGINATOR: David Ahrens, Public Works Director /City Engineer <br />DATE: March 23, 1998 <br />TOPIC: Resolution No 98-41, Accept Bids and Award Construction <br />Contract - Lakes Addition Sanitary Sewer Rehabilitation Project <br />INTRODUCTION: <br />Sealed bids were received and opened on Wednesday, March 18, 1998, for the <br />Lakes Addition Sanitary Sewer Rehabilitation Project. City Council action is <br />required to award a construction contract to the lowest responsible bidder. <br />BACKGROUND: <br />Council approved the plans and specifications for this project on February 23, <br />1998. On March 18, 1998, five sealed bids were received and opened with the <br />following results: <br />Company Bid Amount <br />Visu- Sewer Clean & Seal $ 83,444.43 <br />Infratech $ 94,976.30 <br />1nsituform Technolgies $ 95,674.42 <br />LaMetti & Sons $107,936.00 <br />Empire Pipe Service rejected <br />Engineer's estimate $105,080.00 <br />There were no bid tabulation errors. The bid submitted by Empire Pipe Service <br />did not acknowledge an addendum to the project and therefore, the bid amount <br />is rejected. The scope of work included in this project is unique and the four bids <br />opened represents a good bidding environment. <br />The low bid by Visu -Sewer Clean & Seal is approximately 21% below the <br />engineer's estimate. The attached letter from the City's consulting engineer, <br />SEH, Inc., recommends the award of the construction contract to Visu -Sewer <br />Clean & Seal. <br />FINANCING SUMMARY: <br />The construction costs for this project will be paid by the City's Area and Unit <br />Fund. <br />
