AGENDA ITEM 5E
STAFF ORIGINATOR: David Ahrens, Public Works Director /City Engineer
DATE: March 23, 1998
TOPIC: Resolution No 98-41, Accept Bids and Award Construction
Contract - Lakes Addition Sanitary Sewer Rehabilitation Project
INTRODUCTION:
Sealed bids were received and opened on Wednesday, March 18, 1998, for the
Lakes Addition Sanitary Sewer Rehabilitation Project. City Council action is
required to award a construction contract to the lowest responsible bidder.
BACKGROUND:
Council approved the plans and specifications for this project on February 23,
1998. On March 18, 1998, five sealed bids were received and opened with the
following results:
Company Bid Amount
Visu- Sewer Clean & Seal $ 83,444.43
Infratech $ 94,976.30
1nsituform Technolgies $ 95,674.42
LaMetti & Sons $107,936.00
Empire Pipe Service rejected
Engineer's estimate $105,080.00
There were no bid tabulation errors. The bid submitted by Empire Pipe Service
did not acknowledge an addendum to the project and therefore, the bid amount
is rejected. The scope of work included in this project is unique and the four bids
opened represents a good bidding environment.
The low bid by Visu -Sewer Clean & Seal is approximately 21% below the
engineer's estimate. The attached letter from the City's consulting engineer,
SEH, Inc., recommends the award of the construction contract to Visu -Sewer
Clean & Seal.
FINANCING SUMMARY:
The construction costs for this project will be paid by the City's Area and Unit
Fund.
