MINUTES MARCH 16, 1998 including the city hall will be started at the same time. He outlined the budget approved by the City Council in November, 1997 (Schedule "C "). Brian noted that Adolphson and Peterson has guaranteed that the construction costs will not exceed $6,000,000. Brian outlined funding for the entire civic center complex. (See Scheduled "D ") He noted that Area and Unit Fund will be used to fund the Early Childhood Center. The fund would be reimbursed over the period of 10 years by the payment of the lease for this building. He noted that the bonds required for the complex construction are 15 year bonds. Kim asked when the citizens will see this proposal and when will taxes be impacted. Brian stated that taxes will be impacted in 1999. John asked how payments would be made on the bond issue and the loan from the Area and Unit Charge fund. He noted that the payments would be over $300,000.00. Kim expressed concern that the Council will have to go back through this presentation when Mary Vaske is available and also that Chris has not made arrangements to go through this. It was noted that Chris will make arrangements to go through this presentation. Kim said she felt it was imperative that all members of this team attend the next session on this issue. YMCA/COMMUNITY CENTER, MARY ALICE DIVINE/BRIAN WESSEL Mary Alice handed out a list of projects beginning in 1991 through 1998 of businesses that have located in Lino Lakes or are planning to locate in 1998 (Schedule "E ") She explained that a market research study was prepared by the YMCA and the results are very positive. She also noted Schedule "F" which indicates that the 20/20 Vision project and the 1997 Citizens Survey indicated that citizen support is very strong for this facility. Mary Alice provided details of the market research study and explained what services would be available to the citizens. (Schedule "G ") Mary Alice detailed the funding strategy. The facility is planned to be a joint partnership between the YMCA and the City. She noted that the YMCA has never constructed a facility with a partner. This will be "new ground" for both the YMCA and the City. Mary Alice detailed the reasons the City should become a partner in this venture. (Schedule "H ") She explained that property tax effect if the City bonds for $1.5 million would be $2.70 per year on a $150,000 home. John noted the facility would be 50,000 square feet. Mary Alice said that is approximately the size of the White Bear Lake YMCA located near highways 694 and White Bear Avenue PARKS /ATHLETIC COMPLEX, RICK DeGardner Rick explained that at the last Council work session he asked the Council to tell his department what they should do regarding the possibility of a bond referendum considering that a athletic complex site cannot be secured.
