AGENDA ITEM 4 B <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: 4/22/98 <br />TOPIC: Resolution No 98-62, Comprehensive Plan Amendment to expand <br />MUSA and allow connection to City utilities for the property located at 450 <br />Lilac Street 4/5- \ f aie_ <br />BACKGROUND: <br />Mr. and Mrs. Douglas own approximately 7 acres on the north side of Lilac Street <br />just west of the proposed Apollo Drive extension. There current septic system is <br />failing and City sewer is in front of their property at Lilac and Apollo Drive. The <br />Douglas' would like to connect their existing home to City sewer. Their property <br />is currently zoned Rural and outside the MUSA boundary. The site is indicated <br />as single family residential on the City's current land use plan. The proposed <br />land use plan for the area indicates this site as general commercial and light <br />industrial. Construction of a new on -site system in this location when city sewer <br />is available does not seem reasonable. <br />Staff has reviewed this request and would recommend the addition of this area <br />to the MUSA to facilitate the connection of the existing single family home. We <br />have discussed the amendment with the Metropolitan Council and have been <br />encouraged to proceed with the amendment on an emergency basis. This <br />amendment would serve only the existing homestead. <br />The Planning and Zoning Board held a public hearing on April 8, 1998 and <br />recommended approval of this request. <br />OPTIONS: <br />1. Approve Comprehensive Plan Amendment to Add MUSA to 450 Lilac <br />2. Return to staff for further consideration <br />RECOMMENDATION: <br />Option 1 <br />
