AGENDA ITEM 7B <br />STAFF ORIGINATOR: David Ahrens, City Engineer /Public Works Director <br />DATE: May 27, 1998 <br />TOPIC: Resolution No. 98 -71, Approve Flashing Beacon Justification Report and <br />Plans and Authorize City Engineer to Sign Said Plans, Anoka County <br />Hazard Elimination Safety Project at Main Street and Lake Drive <br />INTRODUCTION: <br />The County of Anoka is planning the installation of a flashing beacon system at the <br />intersection of Main Street and Lake Drive. City Council action is requested to approve <br />the report and plans and authorize the City Engineer to sign said report and plans. <br />BACKGROUND: <br />The Anoka County Highway Department is proposing to install a flashing beacon system <br />at the intersection of Main Street and Lake Drive (see attached location map). Flashing <br />beacon systems are installed to help identify hazardous locations and conditions, or <br />draw attention to warning or regulatory signs. The four warrants to justify the installation <br />of a flashing beacon include limited visibility, high accident rate, school crossing and <br />rural trunk highway intersections. The beacon system at Main Street and Lake Drive <br />meets the high accident rate and school crossing warrants for installation. <br />The proposed project will not require any roadway improvements at the intersection. <br />The County plans to install the system this summer upon approval by the City of Lino <br />Lakes and Minnesota State Aid. Funding is provided by Anoka County for 100% of the <br />project costs. Anoka County will provide ongoing maintenance of the beacon system. <br />Lino Lakes is responsible for electrical costs for the beacon and street lights and <br />relamping the street lights. The estimated electrical cost to operate the beacon and <br />lights is $750 per year. <br />OPTIONS: <br />1. Return to staff for additional review. <br />2. Not adopt Resolution No. 98 -71. <br />3. Adopt Resolution No. 98 -71 approving the report and plans for the installation of a <br />flashing beacon system at the intersection of Main Street and Lake Drive and <br />authorize the City Engineer to sign said report and plans. <br />RECOMMENDATION: <br />Staff recommends that Council adopt Resolution No 98 -71. <br />
