AGENDA ITEM 6E <br />STAFF ORIGINATOR: David Ahrens, City Engineer /Public Works Director <br />DATE: June 8, 1998 <br />TOPIC: Resolution No. 98 - 86, Approve Joint Powers Agreement with <br />Anoka County, Otter Lake Road Realignment Project <br />INTRODUCTION: <br />The realignment of Otter Lake Road is a joint project between the City of Lino <br />Lakes and County of Anoka. The City initiated the project and will administer the <br />project through construction. As such, a Joint Powers Agreement is necessary <br />to formalize certain issues between Lino Lakes and Anoka County. City Council <br />action is requested at this time to approve the Joint powers Agreement with <br />Anoka County for the Otter Lake Road Realignment Project and to authorize the <br />Mayor and City Clerk to sign the Agreement. <br />BACKGROUND: <br />The attached Joint Powers Agreement is similar to previous agreements <br />between the County and Lino Lakes for Apollo Drive, phases 1 and 2. The <br />Agreement identifies funding splits between the City and County. Please refer to <br />the attached funding summary sheet. The City has acquired all of the right of <br />way per the Agreement. <br />The Agreement states that the City will receive existing Otter Lake Road <br />between the realignment and Main Street. <br />The Agreement states that the City will not approve any access to Main Street <br />between I -35E and the new alignment of Otter Lake Road. In addition, the City <br />will limit the number of roadway connections to three and limit the number of <br />driveway connections to six to the new Otter Lake Road. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 98 86 approving the Joint Powers Agreement with <br />Anoka County for the Otter Lake Road Realignment Project <br />RECOMMENDATION: <br />Staff recommends that Council adopt Resolution No. 98 -86. <br />
