COUNCIL MINUTES SEPTEMBER 23, 1996 <br />WHEREAS, one of the basic aims of the Veterans of Foreign Wars <br />as set forth in its Congressional Charter is "to foster true <br />patriotism ", and <br />WHEREAS, the Voice of Democracy Scholarship Program <br />sponsored by the Veterans of Foreign Wars of the United States <br />and its Ladies Auxiliary, has proven to be an effective instrument <br />for putting these words in action; and <br />WHEREAS, the Voice of Democracy Scholarship Program, in this <br />its 50th year, provides an opportunity for high school students to <br />think, write and speak up for our country and for freedom and <br />democracy; and <br />WHEREAS, this year's theme, "Democracy - Above and Beyond" <br />focuses the attention of tomorrow's leaders on Democracy as a <br />form of government "above and beyond" any other form of <br />government and how their guidance will preserve democracy as a <br />way of life for the next 50 years in our Republic; and <br />WHEREAS, an active, dedicated and resourceful population is <br />vital to the preservation of freedom as our nation continues in its <br />third century, <br />NOW THEREFORE, I, John Landers, Mayor of the City of Lino <br />Lakes, do hereby proclaim November 2 through November 14 as <br />Voice of Democracy Week in Lino Lakes, and in observance <br />thereof, I do hereby commend the Veterans of Foreign Wars and its <br />Ladies Auxiliary for their sponsorship of the 50th annual Voice of <br />Democracy Program and I call on all 10th, 11 th and 12th grade <br />students to think, write and speak up for the future of democracy as <br />they address the theme, "Democracy - Above and Beyond" <br />ADJOURN <br />Council Member Neal moved to adjourn at 7:35 p.m. Council Member Kuether seconded the <br />motion.
