COUNCIL MINUTES OCTOBER 14,1996 <br />requesting Council set a public hearing to solicit public input regarding vacating the Fourth <br />Avenue right -of -way from Elm Street to 35W. The Fourth Avenue right -of -way has not been <br />utilized since the construction of 35W. With the realignment of Elm Street and the construction <br />of Centennial Middle School, this right -of -way is not needed for public transportation purposes. <br />The property owners adjacent to the right -of -way will grant utility easements to the City for the <br />installation of watermain and sanitary sewer through this corridor. <br />Mr. Ahrens added that a public hearing is required to release the City's interest in the right -of- <br />way with notices sent to the affected property owners. The public hearing date is proposed for <br />6:30 P.M. on November 11, 1996, at the Lino Lakes Council Chambers. <br />Council Member Kuether moved to adopt Resolution No. 96 - 139, ordering a public hearing for <br />November 11, 1996 at 6:30 P.M.. Council Member Bergeson seconded the motion. Motion <br />carried unanimously. <br />Resolution No. 96 - 139 can be found at the end of these minutes. <br />Consideration of Change Order No. 1 (Trail Paving) - Birch Street Trunk Watermain - Mr. <br />Ahrens explained that each year the City paves certain trails within the City. This year <br />approximately 1.5 miles of trails are proposed to be paved. <br />Staff solicited proposals for the trail paving with three (3) proposals returned. Listed below are <br />the results: <br />1. Richard Knutson Incorporated <br />2. Arcade Asphalt <br />3_Ashbach Construction <br />$58,878.88 <br />$72,743.00 <br />$73,861.00 <br />The proposal amounts shown above include all necessary work to prepare the subgrade and pave <br />the trails. <br />Richard Knutson Incorporated (RKI) is currently completing the Birch Street Trunk Watermain <br />Project and the Clearwater Creek Trunk Utility Project. The trail paving work is proposed to be <br />completed under the Birch Street Trunk Watermain Project and funded by the Park Dedication <br />funds. RKI will utilize Midwest Asphalt as the trail paving subcontractor. RKI and Midwest <br />Asphalt are reputable contractors capable of completing the required work. Staff recommended <br />that the change order to the Birch Street Trunk Watermain Project be approved in order to <br />complete the City's trail paving work. <br />Council Member Bergeson asked if any of these trails along streets that may be proposed for <br />improvement in the near future. Mr. Ahrens stated that Mr. Asleson is aware of this concern, and <br />measures have been taken to avoid overlap of paving work. <br />Council Member Kuether moved to approve Change Order No. 1 - Birch Street Trunk <br />Watermain, as presented. Council Member Bergeson seconded the motion.
