It consists of a <br />comparison between the estimated quantities and final pay quantities for each bid item, and the <br />resulting impact on the contract amount. The comparison indicates there was a significant <br />difference in quantities for many bid items on the project, with the magnitude of the differences <br />in excess of what could be expected from a normal variation in the contract quantities. These <br />differences are attributable to the following: <br />1. After the contract for this project was executed, the City changed many of the trail segments <br />to be improved to respond to new trail priority and budget information received from the <br />Parks Department. These changes included deleting five of the ten trail segments in their <br />entirety, deleting a portion of a sixth segment, and adding six new trail segments to the <br />project. While the contractor agreed to complete the new trail segments at the bid unit prices, <br />the quantities of each bid item changed. A summary of the trail segment changes and the <br />resulting impact on the bid items is attached. <br />2. The City's contract included the improvement of a trail segment along the north side of Aqua <br />Lane from Stagecoach Trail to the east. This portion of Aqua Lane was improved by Anoka <br />County to provide access to their parks facilities. Based on information received from the <br />County, the City's plans assumed there was an existing aggregate base shoulder on the north <br />side of Aqua Lane which could be re- graded and used as a base for the proposed bituminous <br />trail. When the City's contractor began grading the shoulder area for trail construction, no <br />useable aggregate base was found. The City directed the contractor to excavate the shoulder <br />area and import the aggregate base necessary for supporting the new trail. This resulted in a <br />significant increase in the Common Excavation and Aggregate Base quantities, as well as <br />some additional costs to dispose of the excavated materials off site. Compensation for the <br />material disposal is included in Change Order No. 2 as it did not involve a contract bid item. <br />An Equal Opportunity Employer <br />
