JUL. -29' 98 (WED) 12 :55 <br />ttatttttatttattttttt <br />TEL :612 421 9511 P.005 <br />coJNCIL MINUTES July 27, 1998 <br />Mrs. Janet Hill, 298 Elm Street, came forward and stated that she had contacted Council <br />Members and given them the background regarding her property. She went over the background <br />regarding her property again. She indicated that she has spend a lot of money on her property. <br />The total right -of -way dedicated to the City will cost her an approximately $9,222. She asked the <br />Council to trade the sewer hook -up fee for the right -of -way the City is asking for. She noted that <br />Council should speak to the neighborhood regarding the widening of Elm Street and alternative <br />proposals. <br />Mayor Sullivan stated this issue was discussed at the last Council Work Session. She asked if <br />staff had contacted Mr. and Mrs. Hill since that meeting. Mr. Wessel stated that staff attempted <br />to contact Mr. and Mrs. Hill. He indicated the Hill's would not speak to staff but wanted to <br />address Council directly. <br />Mrs. }Till stated that she was not invited to the Council Work Session. She was asked by Ms. <br />Wyland to discuss the issue with staff. She stated she has already spoken with Mr. Ahrens. <br />Mayor Sullivan stated that she understood the variance granted for Wenzel Farms was because of <br />lot size. She asked if there was any compensation for the sewer and water hook -up. Mr. Brixius <br />stated that the variance was granted due to lot size. He stated that he was not present in 1991 so <br />he was unsure of any compensation for hook -up. <br />Mayor Sullivan asked if Outlot A was purchased from Mr. Hokenson. Mrs. Hill indicated that it <br />was. There was a verbal agreement to purchase the lot from Mr. Hokenson. The City attempted <br />to negotiate with Mr. Hokenson to sell the land to the Hill's. <br />Mayor Sullivan asked if the trees in the right -of -way would be removed. Mr. Ahrens explained <br />that upon reconstruction of Elm Street it is possible the trees will have to be removed, subject to <br />Council approval. He stated it is likely the reconstruction can work around the trees. <br />Mrs. Hill asked if the trees can survive that close to the street. She asked where the snow <br />removal placement will be. Mr. Ahrens explained that there should be enough room on the right - <br />of -way for the snow removal. <br />Mayor Sullivan asked about sewer compensation. Ms. Anderson indicated there was no <br />compensation from the City regarding the sewer hook -up in Wenzel Farms. <br />Mayor Sullivan asked if Mrs. Hill is required to update her septic system. Mrs. Mill stated that if <br />she continues to live in the home she does not need to update the septic system. If the home is <br />sold the City will require an updated septic system. <br />Mr. Kluegel noted that a "cesspool" is considered a septic system failure. It does not meet City <br />Code. <br />5 <br />
