The Comprehensive Plan outlines strategies for blending the commercial <br />development with the surrounding residential through performance <br />standards and proper site planning. <br />1 b. The concept of neighborhood commercial is to offer commercial services that <br />will address the needs of adjoining residential neighborhoods. This intended <br />to contribute to the character of neighborhoods by providing compatible <br />services, providing locations where neighbors may meet, and to reduce the <br />need for longer trips by addressing day-to-day consumer needs. <br />lc. The proposed neighborhood commercial locations are located at the <br />intersections of the City's major thoroughfares. Neighborhood commercial <br />land use would benefit from the proximity to these transportation routes. <br />Alternative residential land uses may view this physical location as a <br />compatibility issue. <br />2. Is the Centerville Road/Birch Street location an optimal location for ''the athletic <br />complex"? <br />Response: <br />2a. This site could be considered for an athletic complex. The site has excellent <br />access to two major streets for large events and the land area is available. <br />2b. This area of the City is not proposed to receive utility availability until after <br />2010. In this respect, the City would not be sacrificing any of its commercial <br />area earmarked for immediate development. <br />2c. The athletic complex would likely be developed prior to 2010. The athletic <br />complex would also be a community -wide facility. In this respect, the facility <br />would represent a fairly intense land use being introduced into an area that <br />is currently rural residential in character. <br />The City should consider both the traffic and site amenities associated with <br />an athletic complex (i.e., lighting, seating, concession stands) when <br />evaluating this location for the athletic facility. This land use may be as <br />intense as the neighborhood commercial. <br />1 <br />
