• <br />• <br />• <br />MEMORANDUM <br />date: December 16, 1998 <br />to: Lino Lakes City Council <br />from: Jeff Smyser, City Planner <br />subject: Livable Communities Program Questions <br />This memo addresses several questions that have arisen since the last work session. I also <br />have incorporated the summary description of the Livable Communities Program and <br />definitions of terms which were provided in the December 9 memo. An analysis has been <br />added showing how the amended goals translate into actual numbers of housing units. <br />Questions On Livable Communities and Comprehensive Plan <br />1. How do the Livable Communities goals translate into real numbers? <br />The attached analysis addresses this, based on the number of households projected in <br />the draft Comprehensive Plan. <br />2. What are the consequences if Lino Lakes does not participate in the Livable <br />Communities Program? <br />We have received funds from this program. We have spent some of the funds. It is <br />possible that we would have to return funds we already spent, but this is extremely <br />unlikely. We would be required to return unspent funds. No more money would be <br />available from the program. This would mean the loss of a large amount of money, <br />since once in the funding program, the odds are very good that we will receive more <br />grants in the future. <br />The Livable Communities Act states that the Metropolitan Council, "when making <br />discretionary funding decisions, shall give consideration to a municipality's <br />1189 Main Street • Ono Lakes, Minnesota • 55014 <br />Phone/TDD: 651 -464 -5562 • Fax: 651 - 464 -4568 <br />
