AGENDA ITEM 1B <br />STAFF ORIGNINATOR: Jean Viger, Deputy Clerk <br />MEETING DATE: September 28, 2009 <br />TOPIC: Consider Resolution 09 -70, Appointing Qualified Election Judges for <br />2009 Municipal Election <br />VOTE REQUIRED: Simple Majority (3/5 Vote) <br />BACKGROUND: <br />In 2008 the Anoka County Office of Elections and Registration trained and certified the attached list of election <br />judges. This certification is valid through August 31, 2010. <br />Last year cities were given the authority to appoint qualified applicants to serve as election judges without <br />requiring them to indicate whether they are affiliated with a major political party. Minnesota Statute 204B.21, <br />*bd. 2, was amended to provide that individuals who meet the qualifications to serve as an election judge <br />(including those not affiliated with a major political party) are eligible to be appointed to serve in that capacity. <br />Changes to that statute also require that "at least two election judges in each precinct polling place must be <br />affiliated with different major political parties ". This will assure that judges affiliated with two different <br />political parties are available at all times during the hours the polling place is open to carry out certain duties <br />that require political balance be maintained. <br />After city council approval, applicants will be selected from this list to serve as election judges for the 2009 <br />Municipal Election on Tuesday, November 3'1 <br />OPTIONS: <br />1.
