Council Member Reinert introduced the following resolution and moved <br />its adoption: <br />CITY OF LINO LAKES <br />RESOLUTION NO. 09 -107 <br />RESOLUTION APPROVING TWO LIAISONS FROM ECONOMIC DEVELOPMENT <br />ADVISORY COMMITTEE TO THE ECONOMIC DEVELOPMENT AUTHORITY <br />WHEREAS, the City Council ( "Council ") of the City of Lino Lakes (the "City ") <br />established the Lino Lakes Economic Development Authority ( "EDA ") by Resolution No. 33 -90, <br />adopted June 11, 1990 (the "Enabling Resolution), pursuant to Minnesota Statutes, Sections <br />469.090 to 460.108 (the "EDA Act "); and <br />WHEREAS, the Council by motion approved April 13, 1992 also established the <br />Economic Development Advisory Board ( "EDAB ") made up of seven (7) members appointed by <br />the Council; and <br />WHEREAS, on April 13, 1998 the City Council expanded EDAB to nine (9) members <br />and changed the name to Economic Development Advisory Committee ( "EDAC ") ; and <br />WHEREAS, on March 10, 2008 the City Council expanded EDAC to ten (10) members; <br />and <br />WHEREAS, the City Council, EDA and EDAC have proposed to increase <br />communication between the EDA and EDAC regarding economic development activity within <br />the City. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO <br />LAKES, MINNESOTA AS FOLLOWS: <br />The City Council authorizes EDAC to appoint up to two member of EDAC to <br />serve as liaison between EDAC and the EDA, if EDAC determines that such <br />liaisons would facilitate the role of EDAC in providing advice to the EDA. <br />2. If EDAC elects to appoint such liaisons, the appointments shall be made at its <br />annual meeting at which EDAC officers are selected and any liaisons shall serve <br />for one year terms. <br />3. Any EDAC liaisons will not be voting members of the EDA board of <br />commissioners, but will perform such liaison activities directed by EDAC, which <br />may include (without limitation) attendance at EDA meetings, participation in <br />discussions with commissioners to the extent such participations is practicable <br />
