• AGENDA ITEM 6A <br />• <br />STAFF ORIGINATOR: Mary Alice Divine <br />DATE: December 14, 2009 <br />TOPIC: Consideration of Resolution No. 09 -107 approving <br />Two Liaisons from Economic Development Advisory <br />Committee to the Economic Development Authority <br />Vote Required: Simple Majority <br />BACKGROUND: <br />In July the City Council and EDAC held a joint meeting where they discussed <br />modification of the EDA to include members of EDAC. The goal was to provide <br />greater communication and input between the Council and its advisory <br />committee. <br />Council discussed this issue at the November work session and concluded that <br />at this time it was preferred that if additional members to the EDA were non- <br />elected, then they should be non - voting members. Since then, the attorney <br />advised that Minnesota Statutes do not provide for this option and suggested <br />that the Council establish liaisons that would attend EDA meetings and provide <br />EDAC more opportunity to act as citizen representatives regarding economic <br />development issues. <br />EDAC reviewed this resolution and concluded that this option provided the most <br />flexibility. EDAC would be authorized to: <br />1. Appoint up to two members <br />2. Appoint the liaisons at the annual meeting where EDAC officers are <br />selected <br />3. Serve one -year terms rather than the 6 -year terms required by statute <br />4. Attend EDA meetings and participation in EDA discussions <br />EDAC members agreed this was a good first step and that a successful outcome <br />could lead to future consideration of voting EDAC members on the EDA. <br />RECOMMENDATION: <br />Staff is recommending approval of Resolution No. 09 -107 authorizing two <br />liaisons from EDAC to the EDA. <br />ATTACHMENTS: <br />• 1.
