Columbus would <br />like Lino Lakes to acknowledge that <br />Columbus has requested ultimate public <br />utilities service for Lake Drive from Lino <br />Lakes, that the two cities' staffs have <br />met on the issue a few times, and the <br />two cities will continue to work toward <br />that goal. <br />The Metropolitan Council's 2030 <br />Framework includes this area of <br />Columbus in the "Diversified Rural" <br />geographic planning area. Unless the <br />Metropolitan Council policy toward <br />Columbus changes, sanitary sewer <br />service cannot be extended to <br />Columbus. If that change does occur, <br />wastewater flow capacity for Columbus <br />will need to be determined. If service is <br />to run through the Lino Lakes system, <br />the capacity allocated to Lino Lakes by <br />the Metropolitan Council would need to <br />be re- examined. The Lino Lakes <br />sanitary sewer system plan would need <br />to be re- examined as well, including the <br />need and cost for oversizing of trunk <br />lines. Lino Lakes has received no <br />information regarding regional policy or <br />flow needs for Columbus. Therefore, <br />Lino Lakes is not including service <br />outside its borders in the planning of its <br />municipal utilities systems. <br />In 8/15/08 review letter of Columbus' <br />draft comprehensive plan, Lino Lakes <br />staff notified Columbus that we are not <br />•tannin• to •rovide utilities service. <br />Text to be added describing the issue <br />and the need for Met Council change of <br />policy and capacity planning before Lino <br />Lakes will change sewer planning. <br />
