Columbus would
like Lino Lakes to acknowledge that
Columbus has requested ultimate public
utilities service for Lake Drive from Lino
Lakes, that the two cities' staffs have
met on the issue a few times, and the
two cities will continue to work toward
that goal.
The Metropolitan Council's 2030
Framework includes this area of
Columbus in the "Diversified Rural"
geographic planning area. Unless the
Metropolitan Council policy toward
Columbus changes, sanitary sewer
service cannot be extended to
Columbus. If that change does occur,
wastewater flow capacity for Columbus
will need to be determined. If service is
to run through the Lino Lakes system,
the capacity allocated to Lino Lakes by
the Metropolitan Council would need to
be re- examined. The Lino Lakes
sanitary sewer system plan would need
to be re- examined as well, including the
need and cost for oversizing of trunk
lines. Lino Lakes has received no
information regarding regional policy or
flow needs for Columbus. Therefore,
Lino Lakes is not including service
outside its borders in the planning of its
municipal utilities systems.
In 8/15/08 review letter of Columbus'
draft comprehensive plan, Lino Lakes
staff notified Columbus that we are not
•tannin• to •rovide utilities service.
Text to be added describing the issue
and the need for Met Council change of
policy and capacity planning before Lino
Lakes will change sewer planning.
