• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6B <br />Michael Grochala <br />May 11, 2009 <br />Consideration of Resolution No. 09 -30 <br />Supporting Application for Federal Funding, <br />CSAH 14 (Main Street) Bicycle /Pedestrian <br />Overpass. <br />Simple Majority <br />The Transportation Advisory Board (TAB) to the Metropolitan Council is soliciting <br />proposals for 2013 and 2014 projects to use federal transportation funds. Anoka <br />County has requested support from the City of Lino Lakes for a project that is located in <br />the city. <br />Anoka County is proposing to construct a pedestrian /bicycle overpass along CSAH 14 <br />over I -35W. The proposed overpass is approximately 200 feet long and would connect <br />with the existing trail south of I -35W. The proposed bridge eliminates a gap in the <br />existing trail system and will provide pedestrians and bicyclists a safe crossing over I- <br />35W. The existing roadway bridge over I -35W does not include accommodations for <br />pedestrians or bicyclists. <br />The proposed project addresses an existing safety problem and a connectivity problem <br />along CSAH 14. The existing safety concern is due to the fact that there are no <br />pedestrian or bicycle accommodations on the existing CSAH 14 overpass of I -35W. <br />The existing bridge accommodates two through lanes of traffic but does not have wide <br />enough shoulders to accommodate pedestrian and bicyclists and the bridge does not <br />include a sidewalk or a trail. This requires pedestrians to walk or bicyclists to travel on <br />the through traffic lanes. Thus, there can be conflicts between users. In the past, this <br />has not been as critical of an issue, but with the reconstruction of CSAH 14 from I -35W <br />to I -35E, there is increased bicycle and pedestrian use along the corridor (the <br />reconstruction of CSAH 14 included a trail). <br />The connectivity issue that will be addressed is getting bicyclists and pedestrians from <br />the northern portion of Lino Lakes and the southern portion of Columbus to the regional <br />Rick Creek Chain of Lakes Park Reserve. Presently, there is no good way to get <br />pedestrians and bicyclists from areas north of I -35W into the park reserve. The <br />proposed project would get them onto a trail within the reserve. <br />
