• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC <br />VOTE REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM 3B <br />Julie Bartell, City Clerk <br />March 8, 2010 <br />Consider Resolution 10 -19, Approving <br />On -Sale Liquor License with Sunday Sales <br />for Chomonix Golf Course <br />Simple Majority (3/5 Vote Required) <br />Chomonix Golf Course is located in the Rice Creek Chain of Lakes Park Reserve and is <br />owned by Anoka County and operated by their Parks and Recreation staff. The golf <br />course has long held a 3.2 on -sale beer license issued through the city that allows the <br />sale of beverages in their club house and from a beverage cart traveling throughout the <br />course. County staff contacted the city with interest in upgrading the course's license to <br />allow them to serve strong beer in order that they remain competitive in the golf course <br />business. <br />Upon review of state and local liquor license regulations, staff found that the golf course <br />would not qualify for a state issued wine license that is required to allow the sale of <br />strong beer. The County then inquired about the possibility of obtaining an on -sale <br />intoxicating liquor license (allowing the sale of all types of alcoholic beverages). After <br />some research and an inspection of the premises by the state liquor inspector, staff has <br />been informed by the state that the Chomonix facility qualifies as a restaurant under the <br />state's guidelines thereby qualifying them to apply for an on -sale intoxicating liquor <br />license. <br />An application for an On -Sale Liquor License with Sunday Sales has been submitted by <br />Anoka County Golf Course and Aquatics Manager Cori Hinz. The application received <br />by the city is complete and the related fees have been paid, including investigation fees. <br />Insurance information has been provided to the City as required. <br />The Lino Lakes Police Department has conducted a background investigation relative to <br />this application and found no information on the principal applicant that would give a <br />specific reason to deny the application. <br />• In accordance with the Lino Lakes Code of Ordinances, Section 701 relating to Liquor <br />Licensing, this application requires approval by the City Council.
