• <br />RECOMMENDATION <br />Comprehensive Plan Amendment <br />The city is in the middle of a very thorough review and update of the <br />Comprehensive Plan. At this point the draft update guides this site and <br />some of the surrounding area as Commercial. The information that has <br />been submitted, this staff report, or the input of residents might trigger a <br />closer review of this area, but because of the timing of this request staff <br />recommends denial of the Comprehensive Plan Amendment. <br />Rezoning <br />This site is adjacent to single family residential dwellings and the existing <br />use is already causing compatibility issues with the neighborhood. <br />Allowing intensification by way of the permitted and conditional uses <br />allowed in the General Business district will potentially make the situation <br />worse. Upon final approval and adoption of the 2030 Comprehensive <br />Plan, the city will need to review the zoning ordinance and map to ensure <br />compatibility with the updated plan. Until that time, staff recommends <br />denial of the request to rezone the property at this time. <br />Conditional Use Permit <br />As the proposed Conditional Use would increase the non - conformity of <br />this property and the incompatibly with the surrounding area, staff <br />recommends denial of the Conditional Use Permit for an outdoor sales <br />lot. <br />Variance <br />Per the findings made in the body of the report, staff recommends denial <br />of the Variance request and immediate removal of the offending <br />improvements to the building. <br />ATTACHMENTS <br />1.
