WS — Item # 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: September 2, 2014 <br />To: City Council <br />From: Michael Grochala <br />Re: Sign Ordinance Update <br />Background <br />Following a City Council request to review the City's temporary sign regulations, the <br />Planning and Zoning Board held a public forum, in December of 2012, to solicit <br />comments from area businesses and institutional uses. Staff also completed a survey of <br />sign regulations for surrounding communities. Nine (9) individuals brought forth <br />suggestions regarding signage needs. In general the respondents requested more <br />flexibility in the annual day allowance, location and duration of temporary sign permits. <br />The board discussed several options in February of 2013 no final recommendations were <br />made. <br />In September of 2013 the City Council was approached by the pastor of Gethsemane <br />Church requesting additional signage and expressing concern over the limited flexibility <br />for multiple temporary signs on a property. The council directed staff to bring the issue <br />back to the Planning and Zoning board for further discussion. The following <br />modifications were discussed at the October 9, 2013 Planning and Zoning Board meeting. <br />Comments were forwarded to the City Council and discussed at the November 4, 2013 <br />Council work session. A draft ordinance was prepared and a public hearing was held at <br />the May 14, 2014 Planning and Zoning Board meeting. Additional public comment was <br />received including discussion on the display of flags. The hearing was continued and <br />additional discussion was held by the board on June 11, 2014, July 9, 2014 and August <br />13, 2014 regular meetings. The Planning and Zoning Board took action at the August <br />13th meeting to recommend approval of the ordinance as drafted. <br />A summary of changes by section has been provided for council review along with the <br />proposed ordinance amendment. Text shown with a strike out is proposed to be deleted. <br />Underlined text is new or has been moved from a different location in the ordinance. <br />The proposed changes for consideration can be summarized in three categories; 1) <br />Administrative changes; 2) Changes to temporary sign requirements and 3) Changes to <br />permanent signs requirements.
