WS — Item #i a <br />WORK SESSION STAFF REPORT <br />Work Session Item No. la <br />Date: September 2, 2014 <br />To: City Council <br />From: Jeff Karlson <br />Re: Noise Complaints during Blue Heron Days <br />Background <br />On August 18th the Council received a complaint from Jon Hermann, 7859 Lois Lane, <br />about the noise levels from The Tavern (formerly Miller's on Main) during the outdoor <br />concerts over the Blue Heron Days weekend. The City has received complaints from Mr. <br />Hermann in previous years. <br />The Police Department has used volume monitoring equipment borrowed from the <br />Minnesota Environmental Protection Agency on at least two occasions to test the noise <br />levels while the concerts were going on. In a 2007 memo, former Captain Kent Strege <br />wrote that the only readings that exceeded standard background noise levels were found <br />in the immediate vicinity of Miller's property. Subsequent readings while the band was <br />playing did not indicate illegal noise levels. <br />Chief Swenson said the police did not receive any complaints during this year's event, <br />and generally do not until after the event has occurred. <br />Mr. Hermann has been invited to attend the September rd work session to address the <br />noise issue. <br />
