Pecchia <br />Public Safety Director / Chief of Police <br />July 28, 2008 <br />TOPIC: Consideration of Resolution No. 08 -78, Approving the Joint <br />Powers Agreement to provide law enforcement assistance <br />in support of the 2008 Republican National Convention <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND <br />The City of St. Paul is the host city for the 2008 National Republican Convention <br />(RNC) to be held between September 1, 2008 and September 4, 2008. The City of St. <br />Paul has agreed to undertake certain public safety and security measures related to <br />the 2008 RNC within the boundaries of the City of Saint Paul, Minnesota, and all other <br />special event venues related to the 2008 RNC, and to act as the lead local law <br />enforcement agency to help facilitate the provision of such measures in other locations <br />throughout the greater Saint Paul- Minneapolis metropolitan. The City of St. Paul is in <br />need of procuring additional law enforcement personnel to provide the public safety <br />and security measures required of an event the size and unique nature of the 2008 <br />RNC; and at the request of the City of St. Paul, the Lino Lakes Police Department is <br />willing to provide the services of the its law enforcement personnel to assist the SPPD <br />with the security associated with this event. The City of St. Paul will reimburse the City <br />of Lino Lakes for the services rendered both during the event itself as well as the <br />training prior to the event. <br />The cities are permitted to enter into this agreement pursuant to the authority <br />contained in Minnesota Statutes Section 471.59, commonly known as the Joint <br />Powers Act, and /or Minnesota Statutes, Sections 626.76 and 626.77. <br />RECOMMENDATION <br />Adopt Resolution No. 08 -78 entering into the Joint Powers Agreement in support of the <br />request for additional security services in connection with the 2008 RNC. <br />ATTACHMENTS <br />• 1.
