STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6B <br />Jim Studenski, City Engineer <br />August 11, 2008 <br />Consideration of Resolution No. 08 -82, Approving <br />Statement of Concurrence, VLAWMO /RCWD <br />Boundary Adjustment <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The Vadnais Lake Area Water Management Organization (VLAWMO) is clarifying the <br />watershed boundaries with neighboring watersheds, Rice Creek Watershed District <br />(RCWD) and Ramsey Washington Metro Watershed District. State Statute Chapter <br />103B.215 provides a procedure for updating watershed boundaries. Over the last year <br />VLAWMO has been working with municipal staff and the other watersheds to come to a <br />consensus on the updated boundary. The proposed boundary adjustments are based <br />on hydrologic information (topography, storm sewer maps, etc.) and assigning split <br />parcels to one watershed or the other. <br />Following the review VLAWMO is requesting the following changes for Lino Lakes: <br />1. Transfer of 19.31 acres in the City, currently within VLAWMO to the Rice <br />Creek Watershed District. <br />2. Transfer of 65.61 acres in the City, currently within RCWD to VLAWMO. <br />The affected area is currently comprised of the following land uses: <br />Land Use <br />Acres <br />% of Area <br />Single Family Residential <br />44.5 <br />52.4 <br />Agricultural <br />30.33 <br />35.7 <br />Tax Forfeit <br />10.09 <br />11.9 <br />Totals <br />84.92 <br />100 <br />City staff has reviewed the proposed changes and find that they are consistent with the <br />hydrologic boundary based on our review of topographic information and storm sewer <br />and drainage information. <br />RECOMMENDATION: <br />Staff recommends approval of Resolution No. 08 -82. <br />
