• <br />• <br />• <br />AGENDA ITEM 6E <br />STAFF ORIGINATOR: Marty Asleson <br />MEETING DATE: February 14, 2011 <br />TOPIC: Consideration of Resolution No.11 -33, Authorizing Execution <br />of Joint Powers Agreement with Anoka County to Implement <br />the Wellhead Protection Plan. <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The Minnesota Department of Health requires (Minnesota Rules 4720.1530), Cities to <br />develop and implement a Wellhead Protection Plan to prevent the contamination of <br />ground water serving municipal wells. A previous Implementation Joint Powers <br />Agreement (JPA) between the City of Lino Lakes and Anoka County was written for the <br />purpose of developing the required plans. The city's last plan was adopted in October <br />of 2004. The wellhead protection plan includes several implementation strategies. <br />Accordingly, cities in Anoka County are working together on plan implementation <br />through a revised JPA. <br />The attached JPA allows cities to use elements of the JPA at their own discretion to <br />implement their plans. Flexibility in the plan allows cities to decide whether or not they <br />wish to participate in any parts of the JPA. <br />Cities and the County are now discussing ways in which cities can cost save by <br />collaborating, particularly in areas of public education and abandon well sealing. <br />RECOMMENDATION <br />Staff recommends approval of Resolution Number 11 -33 entering into a Joint Powers <br />Agreement with Anoka County and Anoka County Cities to implement the city Well <br />Head Protection Plan. <br />ATTACHMENTS <br />1.
