• <br />• <br />• <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR Kent Strege, Police Chief <br />DATE March 28, 2011 <br />TOPIC Consideration of Resolution No. 11 -39 supporting an <br />Anoka County joint public safety data system and the <br />associated legislation authorizing county level <br />bonding. <br />VOTES REQUIRED: Simple Majority <br />BACKGROUND <br />The request before you is to approve a resolution supporting the Anoka County Joint <br />Law Enforcement Council (JLEC) coordination of a project that implements a <br />collaborative public safety data system. This system will encompass data collection and <br />processing for the county dispatch center, all law enforcement and fire agencies in <br />Anoka County and the Anoka County Jail. <br />This resolution also supports the bills in both the state House and Senate (HF 429 & SF <br />275 respectively). These bills modify current State Statute 383E.21 permitting the <br />Anoka County Board to fund countywide public safety improvements and equipment via <br />a countywide levy. The project levy would replace the expiring levy for the 800 MHz <br />radio system and would be less than half the cost of that levy. No further project funds <br />are being sought from the cities. <br />Information points regarding the collaborative project: <br />- The current records management system has been used since 1/1/2000 <br />The current system is utilized by Law Enforcement agencies only <br />Anoka County Dispatch, Law Enforcement, Fire, Jail, Emergency management <br />and County Attorney's Office all utilize much of the same information but have <br />their own systems leading to the need for duplicate entry of the same data and <br />associated errors <br />These errors have led to a nearly 3 times higher than average mismatch of data <br />in the disparate systems causing inaccurate criminal history data. <br />The first phase of the project is a needs assessment that has been funded by <br />the JLEC and the Fire Prevention Council <br />The levy will be a separate line item on taxpayer's statements <br />No new funding from individual cities is being sought <br />
