MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6 A <br />Jeff Smyser <br />May 23, 2011 <br />Resolution No. 11 -49: Preliminary Approval of <br />Revised 2030 Comprehensive Plan for Submittal to <br />Metropolitan Council <br />3/5 <br />The City Council approved Resolution No. 09 -23 in June of 2009, granting preliminary <br />approval of the 2030 Comprehensive Plan for submittal to the Metropolitan Council. The <br />plan was submitted to the Metropolitan Council in August of 2009. At the request of the <br />Metropolitan Council, supplemental materials were submitted in October 2009 and the plan <br />submittal was determined to be complete. The plan was reviewed by the Metropolitan <br />Council's Environmental Committee and Community Development Committee in November <br />2009. On December 9, 2009 the Metropolitan Council authorized the City to put its 2030 <br />Comprehensive Plan Update into effect. <br />The City Council has continued to discuss modification of the plan regarding growth <br />management and housing. At the January 4, 2011 work session the City Council completed <br />its review and directed staff to make the following modifications and distribute the plan to <br />adjacent jurisdictions for review. <br />• Chapter 3, Land Use Plan (pages 26 -27). The statement within the Growth Management <br />Policy establishing an annual average of 230 new residential dwelling units per year was <br />modified. The City Council reduced the maximum number of residential units allowed in <br />any one year The proposed language now reads: <br />"The City will plan to accommodate an annual average of 230 units per year over <br />each 5 year phasing period not to exceed 345 units in any one year. At the end of the <br />5 year phasing period unallocated units will be averaged out over the next five year <br />phase." <br />• Chapter 4, Housing Plan (pages 10 -11). The City Council added a statement that in <br />acknowledging Metropolitan Council's affordability goals the City is not committing to <br />provide funding for housing. Also included are limited text revisions within the <br />affordable housing section. <br />
