area. Therefore the Charter requirements regarding special assessments are not <br />applicable to this project. In accordance with Chapter 429 the City's first step in <br />initiating the improvement process is to order the preparation of a report on <br />improvements. The report will include a general design layout, cost estimates and <br />probable impacts to benefitting property owners and recommended scope of <br />improvements. <br />While the proposed report will focus primarily on the trunk improvements mention above <br />and the minor roadway extension the entire corridor to Elmcrest Avenue will be <br />evaluated as part of the project. This is necessary to evaluate the alignment and <br />location of the ultimate roadway and utility corridors, identify environmental <br />considerations that could impact the improvements and provide abutting property <br />owners with information regarding future improvements. <br />Accordingly the study will include a review of the plans and costs separated into three <br />areas. Area No. 1, as mentioned above, includes the first 360 feet north of Main Street. <br />Area No. 2 will run from 360 feet to 1320 feet north of Main Street. Area No. 3 will <br />cover the balance of the roadway corridor up to its intersection with Elmcrest Avenue. <br />The city has received a proposal from the City Engineer, TKDA, to complete the report. <br />TKDA is proposing to prepare the report for an estimated cost of $21,000. Interim <br />funding for the study will be provided from the City's Area and Unit Trunk Utility Fund. <br />These cost will be incorporated into the special assessments for the project if the <br />project proceeds to construction. <br />RECOMMENDATION <br />While a petition was received for the proposed improvements staff is recommending <br />that the council proceed with the project as a City initiated project. This provides <br />additional flexibility in the scope of improvements based on the outcome of the <br />feasibility study. <br />Staff is recommending approval of Resolution No. 11 -52. <br />ATTACHMENTS <br />1.
