• <br />FINDINGS <br />Eagle Brook Church <br />Parking Expansion Site Plan Review <br />page 5 <br />1. The site is guided for residential uses and surrounded by land guided for residential or <br />rural uses. Such uses include churches. The project will be consistent with the <br />Comprehensive Plan and consistent with present and future land uses. <br />2. The site is zoned Rural. Churches are allowed as conditional uses in rural zoning <br />districts. The City approved a conditional use permit for Eagle Brook Church in 2004 <br />with Resolution 04 -17. <br />3. The parking lot expansion project will conform to performance standards. <br />4. Traffic generation will be within the capabilities of the transportation system and will <br />not be affected by a parking lot expansion. <br />5. The church has its own onsite water facilities that meet applicable requirements and <br />are not affected by the parking lot expansion project. <br />6. The church has its own onsite wastewater facilities that meet applicable requirements <br />and are not affected by the parking lot expansion project. <br />7. No City capital expenditures are required for the parking lot expansion project. <br />8. No trees are being removed for the parking lot expansion project. <br />9. The potential parking expansion was included in plans analyzed by the 2002 <br />Environmental Assessment Worksheet. <br />10. This site and building plan review was conducted administratively according to <br />Section 2, Subd. 6 of the Zoning Ordinance. <br />11. Additional stormwater management facilities are proposed with the parking <br />expansion that were not included in previous plans. <br />12. This review is based on the following submittals: <br />1.
