Swenson <br />Chief of Police <br />DATE August 22, 2011 <br />TOPIC <br />Consideration of Resolution No. 11 -83, Approving a <br />Master Joint Powers Agreement with the Minnesota <br />Bureau of Criminal Apprehension <br />VOTES REQUIRED: Simple Majority <br />BACKGROUND: <br />The State of Minnesota Bureau of Criminal Apprehension (BCA) provides law enforcement <br />• agencies throughout Minnesota with a variety of services and connection essential to <br />public safety. In an effort to reduce paperwork, the BCA has created a new Master Joint <br />Powers Agreement (JPA) which will include all services and connection in one JPA. <br />Previously the BCA required a JPA for each service or connection. <br />This new Master JPA will not increase any cost to the City for services currently received. <br />The BCA is currently providing the LLPD with the following services /connections: <br />Criminal Justice Data Network (CJDN) <br />Court Information Access (eCharging) <br />Computerized Criminal History <br />MN Repository Arrest Photos (MRAP) <br />Predatory Offender Registration (POR) <br />Criminal History Record Maintenance System (CHARMS) <br />As part of the eCharging service for the LLPD, the contracted city prosecutor will also need <br />access. Also included in this resolution is a second JPA authorizing the City of Lino Lakes <br />Prosecutor, Sweeney, Murphy & Sweeny P.A., to have access to eCharging. This is vitally <br />important to the full implementation to eCharging, which will enable the LLPD staff to <br />electronic communicate with City Prosecuting Attorney, County Attorney's office and the <br />Minnesota State Court System. <br />• <br />
