• <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Michael Grochala <br />COUNCIL MEETING DATE: September 12, 2011 <br />TOPIC: Consider Resolution No. 11 -94, <br />Approving 2030 Comprehensive Plan <br />Update <br />ACTION REQUIRED: 4/5 <br />BACKGROUND: <br />In accordance with Minnesota Statutes 473.864 every city within the Seven County <br />Metropolitan Area must review and, if necessary, update its comprehensive plan every <br />ten years and submit it to the Metropolitan Council for review. The City of Lino Lakes <br />began its decennial plan review process with a quality of life survey in 2005 followed by <br />the creation of a citizen committee that prepared the 2030 Vision Plan, which was <br />completed in 2007. A citizen advisory panel worked with staff and the City Council from <br />2007 through 2009 to prepare the draft 2030 Comprehensive Plan. <br />• In June of 2009 the City Council passed Resolution No. 09 -23 adopting preliminary <br />approval of the 2030 Comprehensive Plan for submittal to the Metropolitan Council. On <br />December 9, 2009 the Metropolitan Council authorized the City to put its 2030 Plan <br />Update into effect. <br />• <br />Throughout 2010 the City Council continued to discuss modification of the plan <br />regarding growth management and housing. In January of 2011 the City Council <br />completed its review and directed staff to submit the plan to adjacent jurisdictions for <br />review. In May of 2011 the City Council passed Resolution No. 11 -49 granting <br />preliminary approval of the revised plan for submittal to the Metropolitan Council. On <br />August 10, 2011 the Metropolitan Council authorized the City to put the revised 2030 <br />plan into effect. <br />The City Council has worked extensively, since the plan was received from the City's <br />Planning and Zoning Board, to build upon and enhance the draft document. The City <br />Council's work over the past two years have centered on concerns regarding pace, <br />quality and density. Through the resulting stages of plan review the Council has <br />addressed these concerns. <br />The initial 2009 council action included the following changes to the draft plan: <br />• Decreased the household growth forecasts from 6,600 units to 4,600 units resulting <br />in the reduction of the cumulative 2030 household forecast by a total of 2,000 units. <br />• Reduction in the City's affordable housing goal from 1,275 to 560 units. <br />
