• <br />• <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR: John Swenson, Chief of Police <br />COUNCIL MEETING DATE: October 24, 2011 <br />TOPIC: Resolution No. 11 -112, Authorization <br />to accept grant funding from Citizen <br />Corp Program <br />ACTION REQUIRED: Simple Majority <br />Last June the Police Department applied for a Citizen Corps grant to promote and <br />increase the use of volunteers throughout all City departments. On Tuesday afternoon <br />was notified that Lino Lakes was awarded a one -year grant of $23,381 to increase the <br />Community Relations Coordinator position and $220 to cover the cost of training <br />materials for community emergency response training. The total grant award is <br />$24,051. Typically cities are notified of a grant award by August so that it can be <br />included in next year's budget. However, the state shutdown delayed award <br />notifications by two months. <br />Last year the Police Department was awarded grant funding to increase the Community <br />Relations Coordinator's hours to 35. The position is budgeted for 30 hours in 2012. <br />This grant would increase the position to 39.2 hours. The remaining .8 hours not <br />covered by this grant amounts to $520 in wages and benefits, which can be absorbed in <br />the 2012 department budget. <br />As a result of the strategic planning sessions this past May, two of the proposed <br />strategies are: (1) to increase the use of volunteers (Strategy I — Creative & Innovative <br />Solutions); and (2) to seek grant funding (Strategy V — Sustainable and Reliable <br />Financial Plan). With these objectives in mind the Police Department applied for grant <br />funding. <br />One of the initiatives in 2012 is to implement a document management software <br />program, which will involve hundreds of hours of document scanning. The additional <br />hours will enable the Community Relations Coordinator to coordinate volunteer help in <br />performing this task. <br />The outcomes required with the acceptance of this grant funding are as follows: <br />1. Planning and identification of potential emergency management volunteer <br />opportunities in other city departments; <br />2. Planning, organization, and presentation to citizen groups of potential volunteers; <br />3. Increase areas of volunteer involvement and interoperability with other city <br />departments; <br />4. Increase communication between the police department and other city <br />departments; <br />
