Marshan Lakeview /Funkhouser Estates <br />City of Lino Lakes, Minnesota <br />Page 2 January 21, 2005 <br />2) The proposed site development results in grading (disturbing of property) of over 1.0 acre. The <br />development shall therefore be subject to the requirements of NPDES (National Pollution Discharge <br />Elimination System) as most recently adopted by the Minnesota Pollution Control Agency (MPCA) <br />and the City of Lino Lakes. The applicant shall therefore be responsible for retaining and <br />administering a Stonnwater Pollution Prevention Plan (SVTPPP) in accordance with State of <br />Minnesota law. <br />Grading <br />1) As noted in the previous review, a drainage concern was expressed with regards to Lots 2 and 3 of <br />Block 1. Although the grading plan does indicate an acceptable routing of runoff, special care must <br />be taken during actual construction and final grading to assure that drainage between the two units is <br />attained. <br />2) As mentioned in the previous review, the applicant shall ascertain the adequacy of the existing soils <br />for the roadway, utility, and house constructions. No soil or geotechnical report is provided. <br />Although the Resource Inventory Survey identifies fine sands for much of the site, any imported <br />material for the site shall be subject to the approval of the City Engineer. In addition, floor elevations <br />for the proposed housing units must meet the requirements of the City of Lino Lakes as follows: The <br />lowest building opening must be a minimum of 1 -foot higher than detention basin emergency <br />overflow elevation. Basement floor elevations must be at least 4 -feet above the normal water <br />elevation and 2 -feet above the design flood level. The applicant shall be responsible for attaining any <br />permits as required for de- watering. <br />Utilities <br />1) It is proposed to connect to existing sanitary sewer and water, recently constructed on Marshan Lane. <br />The applicant shall be aware that the sewer is relatively shallow and that low floor elevations and <br />sewer plumbing for the proposed housing units must be designed accordingly. A sewer forcemain <br />service has therefore been proposed for Lot 1. accordingly. <br />The applicant shall be responsible for the coordination of private utilities (electric, gas, cable, etc. as <br />needed.. <br />3) Individual sanitary sewer and water services for all three units are provided. However, as stated in <br />the previous review, the 6 -inch diameter water main extension shall be revised to 8 -inch diameter in <br />accordance with City standards. The 8X6 reducer proposed at the connection to the existing <br />watermain should be replaced by an 8 -inch gate valve. Insulation must be provided for all sanitary <br />sewer and water (mains and /or services) that will have less than 7.5 feet of cover over the top of the <br />pipe. A detail for the type and installation of insulation must be provided. <br />
