Studenski, City Engineer <br />COUNCIL MEETING DATE: June 13, 2005 <br />TOPIC: Resolution No. 05 -78, Accepting Feasibility Report and Calling for <br />a Public Hearing, West Shadow Lake Drive Street Improvement <br />Project <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The City of Lino Lakes currently has 100 miles of local streets that need to be <br />maintained. On May 9, 2005 the City Council authorized the West Shadow Lake <br />Drive Feasibility report. At the May 9th meeting, the City Council accepted the <br />Pavement Management Report and Financing Report, adopted the Pavement <br />Management Policies and established a street maintenance and reconstruction <br />program. The program, updated annually, includes condition ratings of each <br />street to help prioritize rehabilitation and /or reconstruction of roadways in the <br />city. <br />As the City of Lino Lakes ages, the need for reconstruction of local streets is <br />becoming a larger priority than it has in the past. Streets that are in poor <br />condition or have storm drainage problems substantially increase city <br />maintenance costs. <br />The West Shadow Lake Drive Area Improvement project will be funded by a <br />combination of special assessments, Trunk Area /Unit Fund, and general tax <br />levies. <br />The feasibility study, ordered by the City Council, has been completed. The next <br />step in the process will be to accept the feasibility study and hold a Public <br />Hearing on July 11th for the proposed improvements. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 05 -78, Accepting the Feasibility Report and Calling for <br />a Public Hearing for the West Shadow Lake Drive Street Improvement <br />project. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution No. 05 -78 be adopted. <br />
