Studenski, City Engineer COUNCIL MEETING DATE: June 13, 2005 TOPIC: Resolution No. 05 -78, Accepting Feasibility Report and Calling for a Public Hearing, West Shadow Lake Drive Street Improvement Project VOTE REQUIRED: Simple Majority BACKGROUND: The City of Lino Lakes currently has 100 miles of local streets that need to be maintained. On May 9, 2005 the City Council authorized the West Shadow Lake Drive Feasibility report. At the May 9th meeting, the City Council accepted the Pavement Management Report and Financing Report, adopted the Pavement Management Policies and established a street maintenance and reconstruction program. The program, updated annually, includes condition ratings of each street to help prioritize rehabilitation and /or reconstruction of roadways in the city. As the City of Lino Lakes ages, the need for reconstruction of local streets is becoming a larger priority than it has in the past. Streets that are in poor condition or have storm drainage problems substantially increase city maintenance costs. The West Shadow Lake Drive Area Improvement project will be funded by a combination of special assessments, Trunk Area /Unit Fund, and general tax levies. The feasibility study, ordered by the City Council, has been completed. The next step in the process will be to accept the feasibility study and hold a Public Hearing on July 11th for the proposed improvements. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution No. 05 -78, Accepting the Feasibility Report and Calling for a Public Hearing for the West Shadow Lake Drive Street Improvement project. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 05 -78 be adopted.
