Lakewood Apartment, page 4 <br />41/The base of the structure is clearly articulated through the use of masonry materials throughout. The base also <br />helps to define the separation between the uses, as the entire commercial portion of the building is composed of <br />masonry materials, while only the first five feet of the residential portion of the building is finished with <br />masonry materials. The top is also clearly articulated with the use of strong cornice feature that crowns the <br />majority of the building. This cornice is especially accentuated by the contrasting color depicted. <br />Due to the vast horizontal length of this building the architect has used a variety of fenestrations and stepped <br />portions of the building to break up the elevation effectively. This stepping both on the wall face as well as the <br />parapet walls requires that the cornice element also vary. Portions of the building have varied the location of <br />the cornice, or even eliminated the cornice all together to provide a greater differentiation between the sections <br />of the building. <br />The parapet walls will provide an adequate screening device for the roof mounted equipment that will be <br />required for this type of use. <br />The building materials proposed for the site include a variety of decorative masonry units and cementitious wall <br />board. Additional trim is provided in the form of canvas canopies, aluminum balcony railings, a variety of <br />storefronts, and the aluminum cornice element. All of these materials meet the stringent standards of the design <br />guidelines, and are incorporated consistently throughout the building's elevations. <br />The proposed structure has integrated a couple of climatic response devices that meet the design guidelines. <br />4ifnayli of the interior space is being achieved through the large number of windows provided. Sheltering <br />ay be accomplished with the use of canvas or metal canopies over the store fronts, and a main lobby area for <br />the residential area. <br />The building integrates all of the necessary service areas into the building including the trash handling area, <br />which is accessed through the parking garage under the building. The recycling and trash handling plan for this <br />site still needs to be reviewed by city staff to determine if it is adequate. This review must occur prior to the <br />City Council review of the project. <br />Because this particular building has so many windows, attention and detail to the quality of the windows is <br />important. The design standards require a reveal of at least 2 inches from the exterior trim to create shadow for <br />visual interest rather than windows and trim flush with the building. Sometimes this shadow can be created with <br />solid window trim as is depicted on the submitted plans. A condition is included with staffs recommendations <br />to require a minimum two inch thick exterior trim be applied to all windows of this building. <br />Given this buildings height, it's visibility from the village green; and the numerous windows provided; the <br />internal window treatments are also of particular concern. Staff has recommended a condition addressing the <br />provision of uniform treatments that will complement the architectural style of the building. <br />• <br />
