Studenski, City Engineer <br />COUNCIL MEETING DATE: February 13, 2006 <br />TOPIC: Resolution No. 06 — 22, Authorizing Preparation of Plans and <br />Specifications, 2006 Sealcoat Project. <br />Vote Required: Simple Majority <br />BACKGROUND: <br />In accordance with the City's Pavement Management Policy, streets are selected <br />annually for sealcoating. Sealcoating is a maintenance activity that places a thin <br />layer of oil and rock on the street to enhance the surface and prolong the useful <br />life of the street. <br />A nationally accepted asset management software known as CarteGraph was <br />used to analyze the current condition of City streets and recommend segments <br />that met sealcoating requirements. Streets were selected based on pavement <br />management criteria, input from Public Works, and feasibility of locations. This <br />year, approximately 6 miles of streets are estimated to be sealcoated. <br />The schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />Open Bids <br />City Council Awards Contract <br />Construction Begins <br />February 13, 2006 <br />March 13, 2006 <br />March 13, 2006 <br />April, 2006 <br />May, 2006 <br />June, 2006 <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 06 — 22, Authorizing the Preparation of Plans and <br />Specifications for the 2006 Sealcoat Project. <br />3. Not adopt Resolution Number 06 — 22. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution Number 06 — 22 be adopted. <br />
