• <br />• <br />AGENDA ITEM 1B <br />STAFF ORIGNINATOR: Julie Bartell, City Clerk <br />MEETING DATE: March 13, 2006 <br />TOPIC: Consider Resolution 06 -42, Approving <br />Application for Temporary On -Sale Liquor <br />License and Resolution 06 -41, Approving <br />Application to Conduct Off -Site Gambling, <br />Circle -Lex Lions Club <br />VOTE REQUIRED: <br />BACKGROUND: <br />Simple Majority (3/5 Vote) <br />The Circle -Lex Lions Club is planning its annual fundraising dinner for April 22, 2006 at <br />St. Joseph Catholic Church, 171 Elm Street. <br />A licensed organization, under the State Gambling Statutes, may conduct lawful <br />gambling on a site other than the organization's permitted premises for one day per <br />calendar year or within a 12- consecutive -day period in a calendar year in connection <br />with a county fair, church festival or a civic celebration. The Circle -Lex Lions Club has <br />submitted an application, for council approval, to conduct a raffle at this annual <br />fundraiser. As required by the Gambling Control Board, the approval must be in the <br />form of a resolution. <br />The Lions Club has also submitted an application requesting approval for a 1 to 4 Day <br />Temporary On -Sale Liquor License. The mixed drinks will be served as part of the <br />dinner and will not be sold separately. The temporary on -sale license application must <br />be approved by the city council and forwarded, by the organization, to the Alcohol & <br />Gambling Enforcement Division at least 30 days prior to the event. <br />City policy requires a background investigation each time a permit or license application <br />is received. The Lino Lakes Police Department conducted an investigation and found no <br />reason to deny the application. <br />All completed forms, including the certificate of general liability and liquor liability, are on <br />file in the city clerk's office. <br />OPTIONS: <br />1. Approve applications for the 1 to 4 day temporary on -sale liquor license and the <br />off -site gambling license. <br />2. Deny applications. <br />• RECOMMENDATION: <br />1. Approve applications. <br />
