Legacy Townhomes, page 4 <br />i htin <br />Chapter 4 of the guidelines does not include lighting standards, but the photometric lighting plan submitted with <br />the application is in conformance with the minimum standards of Chapter 3.7 of the guidelines. The lighting <br />proposed for the townhome area is the standard lighting that is being used throughout the Legacy project area. <br />Engineering <br />Short Elliot Hendrickson (S.E.H.), the city's consulting engineer on the Legacy project, has reviewed the plans <br />submitted by Hartford and has issued a letter that outlines all of their comments. The developer will be required <br />to satisfy these comments prior to the approval of any building permits for the site. <br />Final Plat <br />Planned Unit Development - Final Plan applications include a final plat for the site and Hartford has submitted a <br />final plat entitled Legacy Townhomes that includes the first phase of the project consisting of three buildings. <br />Short Elliot Hendrickson (S.E.H.), the city's consulting engineer on the Legacy project, has reviewed the final <br />plat and issued a letter that outlines all of their comments. The final plat does need some additional drainage <br />and utility easements added, and these will be required prior to the final plat mylars being signed and released <br />for recordation. <br />ENVIRONMENTAL BOARD <br />he Environmental Board reviewed this application at the March 29th regular meeting. Their comments are <br />attached to this report. <br />RECOMMENDATION <br />Staff recommends approval of the project, subject to the following conditions: <br />1. The developer will enter into a development agreement with the city prior to the issuance of any <br />building permits for the site. <br />2. Per the site development guidelines, a minimum 2 inch deep window trim or two inch recess must be <br />provided and sliding windows are prohibited. <br />3. All lighting fixtures must be submitted and prove to be in conformance with the requirements of the <br />LLTCDDG. <br />4. Issues discussed in the S.E.H. engineering review letter must be addressed to the satisfaction of city <br />staff, including the proper drainage and utility easements being shown on the final plat mylars. <br />5. Operation and maintenance agreements for the site, including provisions for stormwater facilities, <br />must be submitted for review by city staff prior to the issuance of building permits. <br />6. Homeowner's association documents must be submitted prior to the city releasing the plat for <br />recordation. <br />7. The applicant shall provide a bicycle parking area sufficient in size to accommodate an appropriate <br />number of bicycles. The type of fixture provided and the location of this parking area must be <br />reviewed and approved by staff prior to the issuance of building permits for the site. <br />
