CITY OF LINO LAKES So ' D.5 <br />RESOLUTION _c„ STABLISHING THE <br />LINO LAKES CABLE COMMUNICATIONS COMMISSION <br />WHEREAS, the. City Council of the City of Lino Lakes is the official <br />governing body of the City of Lino Lakes empowered to provide for the <br />public health, safety, and welfare of its citizens; and <br />WHEREAS, the City Council recognizes the need for a citizen advisory <br />body to advise the Council on certain matters relating to franchising <br />a cable communications system: <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Lino Lakes as follows: <br />A. Establishment of the Commission: <br />1. That a commission, which shall be named the "Lino Lakes <br />Cable Communications Commission ", shall be established <br />to advise the City Council in relation to certain.aspects <br />of franchising a cable communications system in the City <br />of Lino Lakes. <br />2. That the Commission be composed of six (6) members. The <br />term of the appointments shall be the length of the <br />franchising process. <br />3. That the Commission shall be composed of members who shall <br />be residents of the City of Lino Lakes. <br />4. That the members shall serve without compensation and may <br />be removed from office at any time by the City Council. <br />5. That the appointments to said Commission shall be made <br />by the Mayor. <br />B. Duties of the Commission. The Commission is hereby directed <br />to advise the City Council and to: <br />1. Research Federal and State rules and regulations relating <br />to cable communications. <br />2, <br />Familiarize themselves with current and potential services <br />being offered by cable communications companies. <br />3. Assess communications needs in the Community. <br />4. Recommend to the City Council, if a need has been deter- <br />mined, to proceed with the franchising process. The <br />recommendation may be in the form of an invitation for <br />application for the franchise. <br />C. Scope of Authority: <br />1. That the Commission shall be advisory to and subject to <br />the direction and control of the City Council, and <br />the Commission shall follow the rules and regulations <br />
