LiNNESDIB <br />BaRly_fQ.echn1Qal l mmandum_I`IQ.. -2- SS1. <br />3.1 The replacement of the deficient structure w i l l be the first step in <br />the establishment of an east -west arterial County roadway. The <br />roadway called 80th Street (MSAS 110) provides a needed 1 ink between <br />north -south roadways within the City. <br />3.2 The 1980 official traffic count for the roadway is 205 vehicles per <br />day with a projected ADT of approximately 328 for the year 2005. <br />3.3 It is not economically feasible to widen the bridge or renovate the <br />existing deck when comparing the cost to a new structure. It is also <br />necessary to construct a new structure because the roadway will be <br />raised in that area to accommodate the hydrology and roadway geometric <br />design requirements. <br />3.4 The proposed roadway construction which affects the placement of the <br />new structure is in accordance with the Lino Lakes Comprehensive Plan. <br />An agreement has been established between Anoka County and Lino Lakes <br />for the construction of the roadway when Lino Lakes replaces the <br />existing bridge. <br />3.5 Lino Lakes would provide the funding for all non -el igible costs <br />pertaining to the reconstruction. <br />3.6 Upon completion of the bridge and roadway, Anoka County w i l l be <br />responsible for the proper operation and maintenance of the bridge and <br />roadway. <br />
