Wedel, City Engineer <br />MEETING DATE: January 9, 2012 <br />TOPIC: Consider Resolution No. 12 -02 Authorizing the Preparation of Plans <br />and Specifications, 2012 Overlay Project <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND <br />In accordance with the City's Pavement Management Policy that was adopted by the City Council <br />on May 10, 2005, streets are selected annually for an overlay project. Overlaying is a maintenance <br />activity that includes patching of the existing street, milling the pavement adjacent to the curb, <br />followed by the placement of a bituminous wearing course over the entire surface. <br />The City currently utilizes Cartegraph software to annually analyze the conditions of the City's <br />streets and recommend segments that meet the overlaying requirements. Streets were selected for <br />overlays based on pavement management criteria, input from Public Works, and feasibility of <br />locations. The selected streets are Leonard Avenue, Bradley Street, and Lilac Street. <br />The maintenance of Lilac Street was previously Anoka County's responsibility. However, the road <br />has now been turned back to the City for maintenance. The City has allocated a budget for the 2012 <br />Overlay Project of $123,649.44, which will fund the improvements on Leonard Avenue and <br />Bradley Street. The County allocated $300,000 towards the maintenance of Lilac Street as part of <br />the turn back agreement so those funds will be utilized for this project. <br />The engineering cost to be paid by the hour shall not exceed $24,000. <br />The schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />Open Bids <br />City Council Awards Contract <br />Construction Begins <br />January 9, 2012 <br />February 27, 2012 <br />February 27, 2012 <br />March 29, 2012 <br />April 9, 2012 <br />June, 2012 <br />
