• <br />• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 6E <br />Michael Grochala <br />March 12, 2012 <br />Consider Resolution No. 12 -27, Authorizing <br />Preparation of Plans and Specifications, Otter Lake <br />Road Extension <br />Simple Majority <br />Staff is requesting council authorization to prepare plans and specifications for the Otter Lake <br />Road extension improvements. The proposed improvements consist of street, sanitary sewer, <br />water main, storm sewer, traffic control signals and pedestrian improvements. WSB, City <br />Engineer, has submitted a proposal to complete the work for a not to exceed amount of $59,292. <br />BACKGROUND <br />On May 23, 2011 the City Council authorized preparation of a feasibility study for the proposed <br />improvements. The study was received by the Council on January 9, 2012. A public hearing on <br />the proposed improvements was held on February 13, 2012. The Council took action at the <br />February 27, 2012 meeting to authorize the preparation of a special benefit study and land <br />acquisition appraisals. At the March 5, 2012 work session the Council discussed moving <br />forward with the preparation of the plans and specifications and placed the item on the agenda <br />for consideration. <br />The estimated cost of the proposed Phase 1 improvements is $895,000 including land <br />acquisition, engineering, and construction. Approximately $872,150 is proposed to be assessed <br />to benefiting property owners. The remaining balance with be funded by the area and unit fund. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 12 -27 authorizing preparation of plans and <br />specifications. <br />ATTACHMENTS <br />1.
