• <br />CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: March 26, 2012 <br />TOPIC: PUBLIC HEARING, Consider Resolution No. 12 -28, Submitting <br />an Outdoor Recreation Grant Application to the Minnesota DNR <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff has finalized a $125,000 Outdoor Recreation Grant Program application for Phase I <br />development of the Recreation Complex. This grant program is provided by the Minnesota <br />Department of Natural Resources and is designed to assist local governments in developing <br />outdoor recreational facilities. Phase I consists of constructing two multi -use fields (soccer, <br />football, and lacrosse), two youth baseball fields, a gravel parking lot, and gravel trails (see <br />attached). Applications must be submitted by March 30th with funding announcements made <br />in the summer. <br />• BACKGROUND <br />Overall costs for Phase I are estimated at $425,000. Upon a successful grant award, we <br />anticipate commencing construction in the spring of 2013 and concluding in the fall of 2013. <br />Proposed funding for this project includes the grant award, dedicated parks funds, and budget <br />reserves. We are currently working with local youth sports associations to seek volunteer <br />commitments and exploring other grant opportunities. An unsuccessful grant application will <br />delay development until additional funding can be secured. <br />Estimated annual maintenance expenses (field preparation, mowing and trimming, irrigation, <br />turf maintenance, garbage collection, portable restrooms, etc.) amount to $33,400. It is <br />anticipated that renovating an athletic field every three to five years will be needed at a range of <br />$5,000 - $25,000 depending upon the scope of the project. Every ten years there is potential for <br />more significant repairs to the athletic fields (i.e. replace fencing, major reconstruction of <br />playing surface including regrading and recrowning, etc.) at a range of $25,000 - $75,000 <br />depending upon the scope of the project. <br />RECOMMENDATION <br />Approve Resolution No. 12 -28 Submitting an Outdoor Recreation Grant Application to the <br />Minnesota DNR. <br />ATTACHMENTS <br />Recreational Site Plan — Phase 1 Enlargement <br />
