Wedel, City Engineer <br />MEETING DATE: May 14, 2012 <br />TOPIC : Consider Resolution 12 -42 Authorizing Amendment to Joint Powers <br />Agreement with Anoka County <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND <br />On October 5, 2009, the City Council approved a joint powers agreement (JPA) with Anoka <br />County for the reconstruction of the I -35E /CSAH 14 interchange. On September 12, 2011, the City <br />Council approved an amendment to the JPA that included a payment to the City of $300,000 in <br />consideration for the turnback of Lilac Street. The City has since received that payment. <br />Lilac Street is currently included in the City's 2012 overlay project. As part of the design of Lilac <br />Street, we completed several pavement corings of the existing pavement and determined that the <br />pavement is only 3- inches thick and is paved directly on top of the existing sand subgrade without <br />any class 5 beneath it. The existing pavement is not in great shape and we believe performing an <br />overlay will only extend the life of the street another 10 -15 years. <br />Staff is recommending that the City reclaim the existing pavement, creating a new class 5 base with <br />the reclaimed material, and pave 4- inches of new pavement on top of the reclaimed material. This <br />will provide a structurally stronger street section that will have an estimated life expectancy of 30- <br />40 years. <br />Anoka County is completing a massive pavement reclamation project at multiple locations within <br />the County this year and they graciously included Lilac Street as an alternate to their bids at the <br />City's request. The bid opening occurred on April 4th and the low bidder included an alternate price <br />of $312,278.56 for Lilac Street. The bid price received by the County is very favorable and it is <br />therefore in the City's best interest to have the County complete this project on behalf of the City. <br />The County is requesting the refund of the original $300,000 that was provided to the City for Lilac <br />Street and that the City fund any costs in excess of $300,000. The additional cost above the <br />$300,000 is proposed to be covered from the City's pavement management fund. Due to past <br />pavement management projects coming in under budget, there is a sufficient balance to cover the <br />additional costs. <br />
