STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 3A <br />Julie Bartell, City Clerk <br />July 23, 2012 <br />Consider Resolution No. 12 -64, Approving a <br />special event, parade /run and excluded bingo <br />permit for the 2012 Blue Heron Days festival <br />3/5 <br />Plans are being finalized for Lino Lake's annual community festival, Blue Heron Days. The <br />festival will take place the weekend of August 18 -19, 2012. <br />BACKGROUND <br />Events scheduled for this year's festival include a 5K Run sponsored by the Chain of Lakes <br />Rotary, a grand day parade on Lake Drive, city ambassador program with coronation ceremony, <br />a petting zoo sponsored by the Lino Lakes Lions, police and fire department open houses, Magic <br />Bounce inflatables, a business expo, yoga and family activities at the Chain of Lakes YMCA. <br />Many of the activities for this year's festival will occur in the city's own Lino Park. <br />A special event application requesting city permission to conduct these activities has been <br />submitted to the city by Anna Wicks, Director of the Quad Area Chamber of Commerce. A <br />request for use of city property for some of these events and the related question of liability and <br />insurance coverage is being considered separately by the council. <br />The volunteer parade coordinator, Ms. Casey Block, has been working with city staff on the <br />parade details and has provided the following information. She anticipates approximately 75 <br />units in the parade; the proposed route for the parade would be the same as in 2011, running on <br />Lake Drive from Marketplace Drive to James Street, with a staging area in the Super Target <br />parking lot. Ms. Block has obtained permission from Anoka County to conduct the parade on <br />County Road 23 (Lake Drive). <br />The Quad Area Chamber of Commerce will also be sponsoring bingo after the parade in Lino <br />Park this year. Non - profit organizations are allowed to conduct excluded bingo with local <br />approval of a permit. Ms. Wicks has submitted a permit application that will be forwarded to <br />the state if approved by the council. <br />The Police and Public Works Department have reviewed the applications and have signed off on <br />the permits with the understanding that the applicants will continue to follow their instructions <br />on safety, signage and parking up to and through the festival. The applicant must also have in <br />place all necessary permissions for use of property involved in the event. <br />
