• <br />• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 6D <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DATE: November 13, 2012 <br />TOPIC: Consider Resolution No. 12 -74, Approving Supplemental <br />Authorization Lake/Main and Birch/Ware Intersection <br />Improvement Project. <br />ACTION REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting council consideration to approve a supplemental agreement with TKDA for <br />engineering services provided that are outside the scope of the original professional services <br />agreement. <br />BACKGROUND <br />The City Council authorized TKDA to prepare the plans & specifications for the Lake /Main & <br />Birch/Ware intersection projects in January of 2011. The design fee authorized for the two (2) <br />projects is as follows: <br />Lake /Main $ 99,700 <br />Birch/Ware $ 88,800 <br />Total $188,500 <br />The TKDA proposal was based on a design concept prepared in August of 2010 and included <br />preparation of right -of -way acquisition exhibits. During the plan development process the <br />project scope was expanded at the request of Anoka County to include roadway resurfacing of <br />Lake Drive, from Main to 77th Street and the modification of the Market Place signal to <br />accommodate pedestrian improvements. The two items were identified and included as county <br />expenditures in the Joint Powers Agreement approved by the city in March of 2011. <br />Additional work was also required due to design changes necessary to meet storm water <br />requirements, additional right -of -way acquisition, and Mn/DOT state aid requirements that were <br />not anticipated in the original authorization. In June of 2012 TKDA submitted a supplemental <br />authorization request covering the additional items for both projects totaling $137,291.94. A <br />portion of these fees, totaling $4,192, are payable to 3rd party vendors for soil borings and traffic <br />counts and have been removed from the TKDA request. Staff proposed a partial authorization in <br />July of 2012, however council requested a complete review prior to any approvals. Plans were <br />completed in August and the project is now under construction. <br />
