Wedel, City Engineer <br />MEETING DAL'E: August 27, 2012 <br />TOPIC: Consider Resolution No. 12 -84 Approving Change Order No. 1, <br />2012 Mill & Overlay Project <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND <br />At the June 11, 2012 meeting, City Council awarded the 2012 Mill and Overlay Project contract to <br />North Metro Asphalt, Inc. That project is currently under construction and will be completed by the <br />end of the month. <br />After the Council awarded the contract for this project City Staff became aware of an existing issue <br />with the western terminus of Thomas Street. Thomas Street is located approximately 1/4 mile north <br />of Lilac Street and immediately west of 4th Avenue. This is an older existing bituminous street with <br />the westerly 150 feet consisting of only gravel. <br />There primary issue that exists with this street is that there isn't any storm sewer and the entire <br />street directs runoff to culvert at the west end of the street. Unfortunately, the existing street grades <br />are not consistent and there are a few areas the hold a considerable amount water after a rainfall <br />event or in the spring during the snow melt. This creates unsafe conditions for the street. <br />The proposed solution to this issue is to remove approximately _50 feet of the existing bituminous <br />and lower the entire street all the way to the western terminus. The street would then be re -paved <br />including the 15-0 foot section that was previously only gravel. This will provide the proper grade <br />to -the street and eliminate the storm water ponding issues. Paving_ the former gravel section will- <br />also reduce the continuous maintenance that was previously required in this area. <br />This is a fairly small project, so rather than going out for quotes it made financial sense to work <br />with the City's existing contractor, North Metro Asphalt, who is already working on the 2012 Mill <br />and Overlay project which is only a short distance away from this area. The total cost to perform <br />the work on Thomas Street is $29,612.75. Staff is proposing to add this to the existing contract <br />with North Metro Asphalt as Change Order No. 1. <br />Financing for the change order is proposed to come from the Stormwater Maintenance Project <br />budget for 2012. In Agenda Item 6A presented this evening I illustrated that the current budget <br />being utilized for our projects this year is $90,268. The City has a budget of $125,000 for <br />Stormwater projects in 2012, therefore there is a remaining balance of $34,732 that is available for <br />
