CITY COUNCIL <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR: Public Safety Director John Swenson <br />MEETING DATE: September 22, 2014 <br />TOPIC: Deputy Public Safety Director — Police & Fire Divisions <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Lino Lakes Public Safety Department is requesting council approval to promote Captain <br />Kelly McCarthy to Deputy Public Safety Director — Police Division and to hire Daniel L'Allier <br />as Deputy Public Safety Director — Fire Division. <br />BACKGROUND <br />On June 2, 2014, Council approved Resolution 14-50 which directed staff to integrate fire <br />services for the City of Lino Lakes into the Public Safety Department. As part of the <br />integration process staff has developed an organizational structure for the Public Safety <br />Department that will promote efficient and effective use of staff <br />Daniel L'Allier is currently employed as a full-time fire chief for the City of Virginia. Chief <br />L'Allier has extensive professional experience in the fire and emergency medical services. <br />Chief L'Allier started his fire career with Centennial Fire District in 1998, served with the <br />Maplewood Police Department as CSO/Paramedic and as Director of Training for the <br />Ellsworth Area Ambulance before taking his current position with the Virginia Fire <br />Department. <br />Captain McCarthy has been with the Lino Lakes Public Safety Department since 1998 and has <br />exceled in every position held. Capt. McCarthy started her career as Community Service <br />Officer and worked as a Patrol Officer, Investigator, Patrol Supervisor, <br />Administrative/Investigative Supervisor. Since being promoted to Captain, Capt. McCarthy <br />has been overseeing the patrol function of the police division and has provided much assistance <br />during the fire integration process. <br />RECOMMENDATION <br />Staff recommends that the Council approve the promotion of Kelly McCarthy to Deputy Public <br />Safety Director — Police Division and the hiring of Daniel L'Allier as Deputy Public Safety <br />Director — Fire Division. <br />ATTACHMENTS <br />None <br />
