Wedel, City Engineer January 28, 2013 Consider Resolution 13-06, Approving Plans and Specifications and Authorize Advertisement for Bids, Otter Lake Road Improvement Project 3/5 Vote Required WSB & Associates have completed the final plans for the Otter Lake Road improvement project Staff is requesting Council approval of the Otter Lake Road Plans and & Specifications and authorization to advertise for bids. BACKGROUND The background and corresponding dates for this project to date are as follows: City Council initiated the preparation of a feasibility study City Council received the feasibility study and ordered a public hearing City Council held public hearing on the proposed improvement City Council authorized special benefit study and appraisals City Council authorized the preparation of plans and specifications City Council ordered the improvement May 23, 2011 January 9, 2012 February 13, 2012 February 27, 2012 March 12, 2012 June 25, 2012 An estimated total cost for this project is $ 732, 500. This estimate includes construction, the right - of-way acquisition, and soft costs including finance, legal, administrative, and engineering costs. The project is proposed to be primarily funded through assessments to benefitting property owners. Approximately $80,000 of Municipal State Aid funding has been identified for contingency purposes to address any portion of the project not covered by assessments. The anticipated schedule for this project moving forward is as follows: City Council Approves Plans and Specifications City Council Authorizes Ad for Bids Open Bids City Council Awards Contract Title and Possession of Right of Way Construction Begins Construction Complete January 28, 2013 January 28, 2013 February 27, 2013 March 11, 2013 April 29, 2013 May 1, 2013 June 30, 2013
