• <br />• <br />CITY OF LINO LAKES <br />RESOLUTION NO. 13 -22 <br />RESOLUTION REQUESTING FUNDING TO INVESTIGATE <br />THE FEASIBILITY OF A COLLABORATION VENTURE <br />WHEREAS, the cities of Centerville, Circle Pines, Columbus, Hugo, Lino Lakes, and <br />Lexington have collaborated to save money and improve efficiencies in a variety of areas <br />where all or some of the cities participate. These areas include building inspection, road salt <br />management, equipment purchases and sharing, fuel purchasing, police services, and fire <br />services; and <br />WHEREAS, the six cities see a potential opportunity to collaborate in the operation and <br />maintenance of sanitary sewer systems and water supply and distribution systems ( "Utility <br />Systems "); and <br />WHEREAS, the age and condition of the Utility Systems within the cities vary; and <br />WHEREAS, some of the six cities have considerable room to grow, which will require <br />significant investment to expand the Utility Systems while other cities are fully developed <br />and may need earlier replacement as the Utility Systems age; and <br />WHEREAS, the six cities have a duplication of staff and equipment to operate and maintain <br />the Utility Systems and a joint entity may provide cost savings and efficiency; and <br />WHEREAS, the City Council recognizes the complexity and uncertainty of this <br />collaboration with no assurance that Lino Lakes would benefit from it; and <br />WHEREAS, engineering studies and a financial analysis are needed to determine if this <br />collaboration effort would be advantageous. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes <br />that the Council supports the concept of shared Utility Systems if it benefits the City. <br />BE IT FURTHER RESOLVED THAT: <br />1. The Council recognizes the potential benefit of joint operation of its Utility Systems; <br />2. Staff is authorized to submit applications on the City's behalf to secure grant funding <br />for a detailed feasibility analysis of the cooperative utility concept. <br />3. This resolution does not commit the City to move forward with any cooperative <br />agreements, but is intended to begin a process for determining the benefits and <br />disadvantages of joint Utility Systems in order for the City Council to make a well <br />informed decision after the feasibility analysis is completed. <br />Adopted by the City Council of the City of Lino Lakes this 25th day of February 2013. <br />
