• <br />• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 6F <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DATE: May 13, 2013 <br />TOPIC: Consider Resolution No. 13 -64, Authorizing Distribution of <br />Local Surface Water Management Plan, Michael Grochala <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council authorization to distribute the draft Local Surface Water <br />Management Plan for review in accordance with Minnesota Statutes. <br />BACKGROUND <br />The City of Lino Lakes is required to prepare a Surface Water Management Plan that must, at a <br />minimum, meet the requirements for local plans in the Minnesota Statutes, Section 103B.235 and be in <br />conformance with Watershed District, Management Organization, and Metropolitan Council plans. The <br />City's "first generation" plan was adopted in 1994. Since this time both the Rice Creek Watershed <br />District (RCWD) and the Vadnais Lake Area Water Management Organization (VLAWMO) have <br />updated their watershed management plans. As such the City is required to updated its existing plan. <br />The update is also a requirement as part of the Metropolitan Council's review of the City's <br />Comprehensive Plan. <br />The City Council authorized preparation of the Surface Water Management Plan. City staff has <br />substantially completed the report and it requesting authorization to distribute the plan for review. <br />The Surface Water Management distribution will be sent to RCWD, VLAWMO, Metropolitan Council, <br />and Anoka County. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 13 -64 <br />ATTACHMENTS <br />1.
