Wedel, City Engineer <br />MEETING DATE.: June 24, 2013 <br />TOPIC: Consider Resolution No. 13 -79, Approve Plans and Specifications <br />and Authorize Advertisement for Bids, 2013 Overlay Project <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND <br />In accordance with the City's Pavement Management Policy that was adopted by the City Council <br />on May 10, 2005, streets are selected annually for milling and overlaying. On March 25, 2013 the <br />City Council authorized the preparation of plans and specifications for the 2013 Overlay Project. <br />Candidate streets were selected based on recommendations from the Pavement Management <br />Report, Public Works input, and feasibility of locations. <br />• The original project scope presented to the City Council on March 25, 2013 included Marvy Street, <br />Jon Avenue, Rice Lake Lane, Rice Lake Drive, Rice Lake Court, and Ulmer Drive. <br />• <br />Overlaying is typically a maintenance activity that includes patching of the existing street, followed <br />by the placement of a bituminous wearing course of the entire surface. As part of the design of the <br />improvements, pavement corings were performed on the existing streets. It was discovered that <br />there is an inadequate amount of existing pavement to perform a traditional mill and overlay on <br />some of the streets. This project will therefore require the complete reclamation of the existing <br />bituminous in place and 3 -1/2 inches of new bituminous on Rice Lake Lane, Rice Lake Court and <br />Jon Avenue. The remaining streets, Rice Lake Drive, Ulmer Drive, and Marvy Street will be edge <br />milled and 1 -1/2 inches of new bituminous will be installed. <br />The City's budget for 2013 Pavement Management Projects is $490,000. This year's projects <br />breakdown as follows: <br />2013 Mill & Overlay Project (including engineering) $166,500 <br />2013 Reclamation Project (including engineering) $270,800 <br />2013 Sealcoating (including engineering & striping) $ 65,000 <br />Total Cost $502,300 <br />Due to the fact that this year's sealcoating project is smaller than previous years and is well below <br />the $100,000 threshold required for public bidding, we will be requesting quotes for the sealcoating <br />and bring them back to the City Council for approval. We will also bring back separate quotes for <br />the striping. <br />
